Health and Safety Executive says work next door didn't breach regulations

The Royal Clarence Fire in Exeter in October 2016 wasn't caused by construction work going on next door.

The Health and Safety Executive has now confirmed that welding had been taking place at the Royal Clarence's neighbours who were adapting their building into new apartments above an art gallery. But their report says there's no evidence that links the fire to that work, and that there the work met health and safety requirements.

Last year, Devon and Somerset fire and rescue said the cause of the fire would probably never be known - because all the evidence was destroyed in the blaze.
