Plans for shops on Newton Abbot estate

Plans for a new Co-op, as well as a coffee shop and takeaway outlet, as part of a new ‘local centre’ for Newton Abbot have been unveiled.

The Hele Park estate on the edge of the town off Ashburton Road saw permission for 650 homes to be built back in 2013, and the application also required a local centre to be provided.

Seven years on, plans for that small group of shops have now been put forward to Teignbridge District Council for land at the junction of Ashburton Road and Foxglove Close.

The centre will be anchored by a Co-op local store, and also asks for permission for a food and drink outlet and for a hot food and takeaway outlet, the occupier of which have not been revealed.

A statement with the planning application, submitted by Mango Planning & Development Limited, says: “The centre will be anchored by a Co-op local store and it will fulfil a function as a small convenience outlet primarily meeting the current and future top-up/basket shopping needs of local residents living within the surrounding walk-in catchment.

“The store will offer a range of convenience goods such as fresh fruit and vegetables, refrigerated and frozen goods, groceries, sandwiches, wines/spirits, snacks and confectionary, and the proposed opening hours for the Co-op unit are 7am to 11pm, Monday to Sunday.”

The Co-op have confirmed that they will employ up to 25 full and part time positions, the statement adds, also saying that a further 15 jobs would be created by the other two units and jobs will be created additionally through the construction phase.

It concludes: “The application proposal for a local centre is compliant with the requirements of the development plan and seeks to implement the local centre requirements that was part of the wider Hele Park consent.

“The proposal seeks to bring into beneficial use a vacant parcel of land that’s surrounded by residential properties and in so doing will bring investment into the local economy through the creation of 40 jobs.”

As well as the local centre, a 40 space car park, is proposed, as are 10 cycle parking spaces. Access into the site utilises the existing access spur from Ashburton Road.

Teignbridge District Council planners will determine the fate of the application at a later date.
