Exeter's recycling rates are well below the UK average, and levels are falling.
Exeter City Council's been told at a recent meeting that levels have dropped for the last three years to 31 per cent. Nationally, over 45 per cent of waste is recycled.
A number of factors have been blamed, including ageing equipment at the recycling plant and a lack of enthusiasm among residents.
