The road was closed from 6-10am on Wednesday.
Devon and Cornwall Police were called to the scene at around 5.50am this morning (Wednesday 11th March) to reports of a woman on the wrong side of the barriers on a bridge over the carriageway.
The road was closed in both directions, with traffic diverted through Ottery.
Officers say the woman is now safely with ambulance crews.
