Traders in Exeter's South Street say high levels of antisocial behaviour there are upsetting shoppers and giving visiting tourists a bad impression.
One shop owner claims to have seen drug taking, fighting and drunkenness in the alleyway next to his shop throughout the day.
It is also close to where tourist buses carrying overseas visitors pull up and there are now calls for the police to do something about the problems.
