Exeter's Citizens Advice Bureau has expressed concern at the prospect of further major cuts to welfare spending, announced in the Budget this week.
The Government plans to reduce it by 12 billion pounds by 2017.
The CAB says more than a third of the problems it deals with already relate to welfare benefits and tax credits.
