Devon's child protection services are no longer inadequate, according to the inspectors OFSTED - but still need further improvement.
It follows a tough four-week inspection by the watchdog, as a follow-up to a report back in 2013 which found a number of failings.
Back then the inspectors concluded that some vulnerable children were at risk of harm - they now say that's no longer the case.
The council has made improvements in key areas - notably the systems for identifying children at risk and taking preventative action.
However it recognises that there's still work to be done in early intervention work with those potentially at risk; helping those leaving care; and boosting the academic achievements of children in care.
