Exeter residents are to be asked their views on sex shops and lap-dancing clubs in the city.
New legislation will give the city council wider powers to reject licence applications and limit the number of establishments.
Councilors will be seeking feedback on whether they should decide each new licensing application on its merits, or have a policy in place to guide these decisions.
The policy could say sex venues should not be located in certain areas, for example, near schools or places of worship.
A questionnaire on the issue will be available next month.
