Businesses in Exmouth are anticipating a welcome boost in trade if plans go ahead to move around 80 district council staff into the town hall.
The proposal was put forward after East Devon council had to abandon its original plan to build new offices at Exeter Skypark, because of a lack of capital.
The move is likely to happen in 2017.
