East Devon councillors fighting the controversial plan to relocate their headquarters to the Exeter Skypark say they were denied the chance to debate it in last night's full council meeting.
Dozens of people concerned about the move packed the public gallery.
Councillors were hoping to discuss the relocation as part of a debate on the proposal to spend a million pounds on a site at Skypark.
But opponents of the move say the spending was 'nodded through' without debate, as the council agreed the minutes of the last Cabinet meeting.
