Controversial plans by Exeter city council to target rough sleepers and beggars with enforcement action look set to be dropped.
There'd been concern that the proposed public spaces protection order - enabling people to be moved on or fined for begging or camping out on the street - would effectively criminalise those unfortunate enough to be homeless.
The council says the order is still being considered but will no longer cover encampments on public land or begging.
It will mainly focus on anti-social behaviour such as drunkenness and using legal highs.
