Plans to turn many of Devon's libraries over to their communities to run are to be put out to public consulatation.
The county council plans to create 'hubs' in the county's main towns with libraries plus other services such as adult learning, and work facilities.
These would be in towns including Exmouth, Crediton, Cullompton, Honiton and Tiverton.
But the libraries in Ottery, Budleigh and Exeter's St Thomas will have to be run by local residents - who'll be offered training and support by the council.
