A new way of operating Devon's libraries - designed to keep branches open and safeguard staff jobs - could be agreed by county councillors today.
It would transfer the libraries to a charitable organisation from which the council would commission the service.
That organisation would also be able to raise income by hiring out facilities.
The scheme would be piloted by 10 communities who're keen to keep their local library open, working with the Trust and the county council.
