People wanting to build new housing or commercial premises in Exeter could be asked to hire local workers for their construction projects.
 
The city council is looking at setting up labour agreements so that new developments benefit Exeter's economy.
The companies involved could be asked to promote all vacancies to jobseekers in Exeter, and ensure that at least a quarter of the construction work goes to local businesses.
