It follows a meeting of county councillors this week.
Protestors gathered outside County Hall as councillors arrived to discuss a reduction in funding.
Campaigners are worried that the cuts - which will affect 5 bus routes in Exeter and 18 other rural services travelling to the city - will impact the elderly and disabled most.
