The organisation which used to run Exeter's women's refuge, SAFE, says it's disappointed no local bid was made for Government funding - which could have been used to reinstate the facility.
Grants of a hundred thousand pounds were available.
Exeter city council says there was a proposal to base a bid around the North Devon refuge and provide a network of places of safety, but the district council and domestic violence service there weren't happy with the idea.
