Seafront pubs and cafes in Exmouth could be paid to let visitors use their toilets under a scheme being considered by the district council and community groups.
It follows the closure of the loos at Elizabeth Hall which were the last public facilities near the beach.
The scheme would see businesses paid a fee by the district council to let people other their customers use the loos, although it's likely that some might buy food and drink while they're there.
Some concerns have been raised that the initiative wouldn't address the lack of toilets adapted for people with disabilities.
