There are calls for a change in the rules on emergency government funding for flood damage - because the money can't be used to pay for road repairs.
Devon county council has been told it qualifies for two and a half million pounds from what's called the Bellwin fund, but that money can only be used to reimburse authorities for temporary repair and clean-up work.
Road repairs - which are going to cost the county council several million pounds after last year's flooding - count as capital spending.
