A recent rise in the number of children taken into care could be linked to a cut in spending on early intervention services.
The latest figures reveal that cuts in Devon of more than 50% have seen funding drop from £32 million in 2010 to £15 million in 2015.
The money is spent on a range of vital services like social care and other children's services that protect vulnerable young people.
The report was published by the National Children's Bureau and The Children's Society.
