A demonstration against the closure of community hospital beds in Honiton, Okehampton and Seaton will take place at County Hall in Exeter this afternoon.
Campaigners from the three towns will then put their arguments to Devon County Council's Health Scrutiny Committee and ask them to refer the issue to the Secretary of State.
Martin Shaw, the Councillor for Seaton, says the plans leave several areas with no hospital beds at all.
