Devon and Cornwall police have been praised for many aspects of their work protecting vulnerable people - but the inspectors also found some areas for improvement.
They were pleased to see that the force had prioritised domestic and sexual abuse, and invested in specialist officers - but said more of them were needed.
The inspectorate says changes also need to be made in the way they tackle child sexual exploitation, particularly identifying when missing children are at risk.
The force says the inspection took place 14 months ago and many of the recommendations have already been acted upon.
