A year since new laws against stalking were introduced, it's claimed that systemic failings in the criminal justice system are still leaving victims vulnerable.
Paladin, the national stalking advisory service, has released a report today on cases it's tracked through the courts.
It says sentencing is inconsistent - with offenders often given suspended sentences which leave them free to continue their behaviour.
