A man in his twenties who is thought to have run away after the car he was travelling in was stopped by police in Newton Abbot on Wednesday night is in a serious condition in hospital.
Officers carried out a stop check on a vehicle in the town centre at around 11.15pm when four people got out and fled.
The driver and a passenger were arrested at the scene on suspicion of drugs offences and were still in custody on Thursday afternoon.
