They were first spotted near Plymouth.
Traffic was queuing onto the A38 at Drum Bridges after an incident on the Bovey Straights, which closed the road (Wednesday 3rd April)
It's now emerged a lorry was stopped by police, after a member of the public reported seeing people on the roof as it travelled past Plymouth earlier.
In a statement police said: "Police were called to Marsh Mills Roundabout in Plymouth Road at around 2pm. It was reported that a motorist had spotted people on top of a lorry travelling in the Exeter direction. Police located the vehicle at 2.45pm on the A38 in the Drumbridges area. Seven men have been taken into custody in connection with what are believed to be immigration offences. The Inland Border Force has been informed and enquiries continue. Units remain at the scene."
