Topsham looks set to get a new purpose-built library and community hub, run by the Estuary League of Friends.
The proposal's been unveiled in a report going before county councillors on the future of Exeter's four libraries.
The plan for Topsham was put forward by the League of Friends and has been welcomed by the county council, as a model which could work in other places.
The report also says St Thomas library is to stay in its current site in Church Road, which is being well-used... and a community meeting is to be held on the future development of Pinhoe library.
