The fire alarm was triggered by contractors carrying out improvement works at around 6am.
Some passengers claimed that one of the many escape routes was difficult to negotiate, with one calling it 'shambolic'.
An Exeter Airport spokesman said: "A fire alarm triggered by contractors carrying out improvement works at Exeter Airport this morning resulted in an evacuation of the terminal building for a short time as a precaution."
He added that safety remains their "number one priority" and that there were several alternative routes available.
