The police and crime commissioner for Devon and Cornwall is calling for local councils to have more power to refuse licensing applications, if they believe that granting them will increase alcohol abuse.
Tony Hogg is backing the Local Government Association's campaign for the change, as part of his fight against drink-fuelled crime.
He says at the moment local authorities are forced to ignore advice from health experts when considering license applications.
