It's thought the female driver of the Audi was struck in the collision. Police say Briony Elliott was located by officers and given first aid but she died at the scene.
Her next of kin have been informed and are being supported by a Family Liaison Officer.
A 33-year-old man from Plymouth was arrested on suspicion of causing death by dangerous driving. He has since been released under investigation pending further enquiries.
