Thieves have been targeting allotments in Exeter - taking expensive tools from sheds and outbuildings.
The city has more than 13 hundred allotment plots on 26 sites, many away from residential areas, making it easy for criminals to break in unobserved.
Police think for every theft they are told about, seven others are going unreported..
