Officers were called at around 7.30 pm last night (Tuesday 3rd July)
A member of the public called officers after seeing a man assaulting a woman in The Strand Area of Starcross.
He tried to challenge the man, but the suspect broke off a bench and threatened him with it.
After police arrived, the suspect barricaded himself inside a property.
Police say he remained aggressive throughout and so back up was called - including police negotiators, armed police units and The ambulance Hazardous Area Response Team (HART).
Following a long spell of negotiation, the suspect allowed officers into the property and the 25-year-old was arrested on suspicion of affray, and causing actual bodily harm.
He remains in police custody and awaits questioning.
