Devon county council may have to apply for special funding from the Government to deal with the aftermath of Sunday and Monday's storms and flooding.
Local authorities can claim Bellwin funding to help with the clear-up but the money can't be used for permanent repairs.
The council still have five and a half million pounds worth of road repair work outstanding after last year's floods.
