The rail line between Exeter Central and Barnstaple remains closed moving into a second working week following flooding.
Three points along the track connecting North Devon and the city suffered flood water seriously enough for concerns about safety to cause the service to be suspended.
Investigations had been planned for this weekend.
The Tarka Line, as it is known, is now used for more than 800,000 passenger journeys a year, but stations along the route are small, restricting the number of carriages that can be used.
That means overcrowding on peak trains is a frequency occurrence.
Network Rail is undertaking a feasibility study to explore whether passing loops could be introduced so the frequency of the service can be increased, or station platforms lengthened.
