Exmouth sea front has been closed during high tide as huge waves wash over the sea wall.
Fourteen severe flood warnings are in place for the south west including the area from Lyme Bay to Exmouth and the south Devon coast including Dawlish Warren.
Devon and Cornwall police set up a major incident room last night in preparation for large numbers of emergency calls during the flooding.
