Detectives investigating the deaths of a 24 year old woman and her two young sons in Devon say a Serious Case Review will take place.
Catherine Hooper and her boys, aged two and five, were known to welfare agencies.
The toddler's body was found at the family home in Paignton, after his mother and brother fell to their deaths from Haytor on Dartmoor.
