Transport campaigners in Exeter are raising questions over the county council's plans for a park and ride site in Alphington.
The six million pound scheme has been on the cards for 11 years - with a planning application due to be submitted shortly.
But the Campaign for South-West Exeter Smarter Transport group say the council's arguments for building the park and ride have kept changing over the years - and no longer include the claim that it would cut traffic congestion.
