Travellers have taken up residence at Exeter's new multi-million pound Science Park.
Several caravans have appeared at the site, just off junction 29 of the M5.
Landowners Devon County Council has moved quickly and a court order to remove the travellers has been applied for.
Infrastructure at the 24 hectare site has been completed and building is due to start later this year.
