Emergency services were called to the scene at around 7am, to reports that a white van had hit a barrier.
The driver of the van, Ross Gilmore, died as a result of the collision. The road was closed for several hours for recovery and investigation work.
His family paid the following tribute to Ross: “Ross Gilmore who is the beloved son of Susan and Shane Kelly, a much loved sibling to Jessica Gilmore and Ryan Kelly and devoted boyfriend to Sian Davies passed from this world on Monday 21 May.
“One of the most tragic and traumatic losses life can deal out to a person is the death of their child, when it happened our entire families world changed forever.
“The family requests that their privacy is respected at this time, to grieve in private.”
One of the passengers of the van remains in Derriford Hospital in Plymouth. Three other passengers from the van were taken to hospital, but have since been released.
