Questions are being asked of Exeter City Council after the decision to put the multi million pound redevelopment of the bus station site - including a new leisure centre - on hold.
The Labour-run council have confirmed no contractors have been appointed yet, but haven't clarified whether this is just a delay, or a cancellation.
The Conservative group have now asked for an emergency council meeting, where they'll be demanding answers.
