Hundreds of cars have been broken into in Newton Abbot over the last few months, with valuables being stolen from the vehicles.
A small group of people are thought to be responsible.
The spate of break-ins has prompted local councillor Gordon Hook to write to the police and crime commissioner Alison Hernandez, raising concerns that Government funding cuts have led to local officers simply not having the resources to tackle it.
