Teenager arrested after incident in early hours of Tuesday.
Police were called shortly before 1am to Salmon Pool Lane in Exeter, to reports a car had been driving dangerously.
Emergency Services reported that a car went through a fence and ended up at the side of the River Exe.
It's thought those in the car ran off, but a 16 year old boy was later arrested. He remains in custody.
Police, Fire, Ambulance HART (Hazardous Area Response Team) and the Coastguard Search & Rescue Helicopter were at the scene for over two hours.
Crews searched the river banks while the Helicopter extended the search from the air.
The search was called off at 0300.
