The health watchdog has praised the community services run by the Northern Devon NHS Trust - which runs the smaller local hospitals in Exeter, mid and east Devon.
The Care Quality Commission said there were areas of 'outstanding' practice including the Trust's work with adult social care services, which prevented unnecessary hospital admissions.
Its report also said there was good support for people leaving hospital.
