Exeter's Green party are accusing the city council of misleading residents over recycling rates.
A recycling newsletter published this month claims just under half the city's waste is recycled.
But a recent report to councillors said recycling rates had fallen to 34 per cent.
The Greens say a new way of measuring recycling is being used to mask a worsening situation.
