Land agents in east Devon are being invited to suggest potential sites for the relocation of the district council.
It follows the decision by councillors last month that the current premises at Knowle in Sidmouth are not financially sustainable.
Honiton and Cranbrook are already being considered but the council says it wants to explore all the possible options.
It hopes to narrow down the preferred options and put them before the Cabinet by Christmas.
