A report by the RAC Foundation claims Exeter city council made a profit of more than four million pounds from parking operations last year.
It puts the council in 40th place in England in terms of the amount of surplus.
The RAC Foundation says they don't object to parking charges or fines for reasonable enforcement - they just want councils to produce reports showing how the income is used.
