A decision on plans for hundreds of houses on the outskirts of Crediton, as well as a new site for the town's rugby club, has been put off.
The major planning application for the Creedy Bridge area of Crediton has provoked strong feelings in the town.
Developers want to build 326 houses, including a number of affordable ones, as well as a new primary school and rugby club.
It will now be determined at a meeting in October.
