A part of the Devon and Cornwall police headquarters at Middlemoor could be sold off to developers.
There are proposals to use some of the land for a supermarket, 100 homes and a new police station with 40 cells.
This would effectively replace the Heavitree Road station, although Police say they will still retain a major city centre presence as well.
