Devon County Council are supporting plans to fine drivers who park on pavements, causing an obstruction.
A parliamentary bill on the issue gets its second reading in the Commons early next month.
The council has had 68 complaints about pavement parking in September and October and wants the power to stop people doing it.
However the Councillor for roads, Stuart Hughes, recognises that in some residential areas there is no alternative.
