A large part of Devon's NHS is facing a shortfall of 430 million pounds over the next five years.
Most of Devon's NHS has now been put in special measures that will see a Success Regime implented.
The regime will be led by a new Programme Director who will oversee the transformation of the whole health care system in Northern, Eastern and Western Devon.
It comes as the health service regulator calls on hospital chief executives to fill only essential vacancies to save money.
