The council had been considering four locations - Cranbrook, Honiton, Winslade Park and the Exeter Skypark.
A committee of councillors has now decided that Skypark is the best option and will put it forward to the full council for discussion later this month.
If they vote in favour, there'll be further research into the move before a final decision's made in the summer.
