It's to do with the funding which currently pays for welfare visits and a 'home safeguard' alarm system.
The services are provided by the district council but funded by Devon county council - which will stop providing the money next year.
East Devon council says it wants to continue offering the services, and will be seeing if any of the benefits claimed by tenants could help pay for them.
